Francisco Luna has a degree in Spanish Language and Literature from the University of Deusto (1981). He was Director of “Centre for Pedagogical Guidance and Counselling” (COP) from 1988 to 1992. He was Member of the management team at the “Institute of Curriculum Development and Teacher Training in the Basque Country” (IDC) from 1992 to 2001, where he coordinated the development of the curricula of all-non universities studies. In 2001 he joined the “Basque Institute of Evaluation and Research in Education” (ISEI_IVEI) as the Head of Curriculum Studies Department. From 2009 to 2013 he was the Director of ISEI-IVEI. He has coordinated the development and implementation of a large number of National and International Assessment Tests such as PISA-OECD, TIMMS and PIRLS. He also coordinated or participated in various researches on the effect of grade retention in school performance, early school leaving and best practices in schooling, among other issues. He is been member of the Group of Technical Experts of the National Institute for Educational Evaluation (INEE) and member of the Steering Board. He was the Vice President of the Basque Schools Council from 2009 to 2013. He has published several scientific papers and articles in journals. In 2014 he participated in the elaboration of the document “Early Leaving from Education and training”, coordinated ordered by the Ministry of Education in Canarias and coordinated by Enrique Roca and Vicente Riviere, together with teachers from the Canary Islands and Portugal.
